Case Study - Government

The District of Columbia

The District of Columbia currently manages over 21.5 million square feet of owned and leased space and oversees over $300 million in annual real estate and energy expenditures. DC was undergoing an evaluation of its overall capital investment strategy for these assets. In order to develop a strategic plan, the District needed accurate information about asset lifecycles, energy usage, budget requirements and operational performance. DC also required the knowledge neccessary to make critical and strategic decisions about capital investment priorities.

4tell™'s iPlan™ Sustainable Financial Performance Solution was implemented to help them address their key challenges and support several other important elements of the District's Strategic Plan. The Plan aims to provide information on the current state of their properties, outline the District’s comprehensive and environmentally responsible real estate strategy, and highlight initiatives to achieve that strategy

To support their energy reduction initiatives, the District implemented iPlan™.Energy to develop recommendations for energy conservation measures, provide financial ROI investment analysis and report on environmental impacts and GHG emissions. iPlan™.Space also met the District’s need for space and occupancy planning and portfolio management by providing a solution which integrated their existing GIS and CADD information, creating a comprehensive central resource upon which to base facilities, occupancy and energy-related decisions.

As a result of the iPlan™ Sustainable Financial Performance solution, the District has:

  • Created a centralized knowledgebase that provides the ability to make informed decisions about capital planning, budgeting and funding priorities
  • Benchmarked against key performance indicators, analysis, and monitoring which provides for ongoing capital asset performance improvements
  • Instituted efficiencies that result in lower operating costs
  • Mitigated risks and improved compliance and regulatory reporting requirements
  • Developed performance management metrics for meeting its business goals and objectives
The District continues to expand its use of iPlan™ across its portfolio and throughout multiple agencies. With the use of iPlan™, combined with best practice business processes, the District is benefitting from executing capital investment strategies that reduce operating costs, improve efficiencies and optimize asset performance to align with the goals and objectives of their Strategic Sustainability Plan.
